Referencing a PDF depends on what kind of material is contained in the PDF, e.g. a book, journal article, company report, organisation policy, so generally look for the closest matching source type. For example, if the PDF is a journal article, then it will be best to follow the guidelines for referencing a journal article and not a PDF.

For example there are PDF versions of books, journal articles, magazine articles, company reports etc. Browse the headings in Cite Them Right, to see if you can identify a source type that fits the PDF content.
