This will depend on the type of resource you are using as there are different methods for each type.

If you are using the WHO website as the source of your information, you do not need to provide the place of publication as it is a web-based document and can be found by the reader using the URL address you include in your reference list.

If you are using the Cite Them Right Harvard referencing style, then information can be found under the subsections “Web pages with organisations as authors”  or “Publication of International Organisations”.
Example:
International Chamber of Commerce (2019) ICC declaration on the next century of global business. Available at: https://iccwbo.org/publication/icc-centenary-declaration/ (Accessed: 9 June 2021).

If you are using a physical book or document the place of publication should be printed together with the name of the publisher.
