Information about who the author of a website is can usually be found by looking at the URL or web address. To find the date of publication, it is worth looking at the bottom of a web page for the copyright statement, or from a date headline.
The Cite Them Right website also has guidelines on how to reference a website Harvard style under the section "About referencing the internet" (section "Digital & Internet"). In the case of Mindtools.com this would simply be (Mind Tools Ltd, 2012).
